Landfill Tax Credits for Recycling and Contaminated Land
In May, Robert Long Consultancy hosted a very successful conference in Cambridge entitled Landfill Tax Credits for Recycling and Contaminated Land. It detailed various recycling and
contaminated land projects and set out the rules by which new project proposals would be judged under the Scheme. Bob Long, the conference Chairman
concluded:-
"The Landfill Tax Credit Scheme is now well established but it has not reached its full potential either
financially or in delivering national waste management policy. The challenge now is to improve
the proportion of funds used for recycling and contaminated land projects. Projects in these two categories will actually promote more sustainable wastes management practices, whereas amenity projects - though popular - will not."
One of the themes of the Conference was the concern many landfill
operators have with funding recycling and contaminated land projects -
they fear they might be considered to have gained some benefit from
being associated with the project. For instance, a contract to dispose
of contaminated soil or access to heavily subsidised recycling
infrastructure.
ENTRUST deal with such concerns by ensuring that contracts are let by
competitive tender and any benefit is shared with the industry sector
as a whole.
Presentations were given by Neil Carrigan (ENTRUST), Dan Cooke (Viridor
Waste Management), Adam Read (Kingston University), Diane Robson
(Robert Long Consultancy Limited) and Nick Blakey (ESART). For copies

Clean-up after Underground Diesel Leakage.
Contamination of the soil, groundwater and the adjoining Dyke occurred
at the premises of our client Parker Steel at their Denny End
Industrial Estate premises as a result of leakage from an underground
diesel tank.
Following an interim site investigation carried out by others, Robert
Long Consultancy Limited was commissioned to design, implement and
supervise the clean-up. A "pump and treat" scheme has been
agreed with the Environment Agency and will be started soon. Parker
Steel is one of several new clients served by our St Ives,
Cambridgeshire office.
| Waste Management Licence for Animal Funeral Services. |

Our client Animal Funeral Services operates a pet crematorium at
Felthorpe in Norfolk. We have recently undertaken the work of
preparing a Working Plan and Risk Assessment which deals with this
rather unusual type of waste. Wastes management licensing work is very much a routine part of our workload but this project was
the first of its kind for Robert Long Consultancy. We hope to assist
AFS, a new client for our St Ives, Cambridgeshire office with further development of their facilities. |

AMBION BRICK CO. LIMITED
Ambion Brick arose out of the MMC initiated break-up of the brick
making activities of Redland Brick following the acquisition of
Ibstock Brick in 1997. The Company have brickworks at four locations
within the UK.
During 2000, we have assisted Ambion in the assessment of business
development opportunities for its Warnham brickworks site near
Horsham. The activities with which we have been involved include:-

optimizing clay pit design to
allow consistent feedstock delivery for brick production whilst
ensuring that voidspace becomes available for landfilling at the
earliest opportunity.

evaluating opportunities for
developing new landfill areas which have the potential for
"piggy backing" onto old restored fill areas.

assessing the nature and
extent of any land contamination from historical activities
within the proposed re-development areas. |
We have worked closely with Carter Jonas, national land and minerals
advisors, during the course of this work.
