Triangle Update.
A planning application accompanied by an Environmental Statement was submitted to Hampshire County Council by RLCL on behalf of Viridor Waste Management (formerly Haul Waste) in February 2000. The proposals involved the excavation of sand and gravel and restoration by landfilling with biodegradable wastes at a site known as the Triangle, near Romsey. The Planning Authority are currently
concluding a lengthy and comprehensive consultation programme.

Close attention was paid in the design to the planning criteria set out in the Minerals and Waste Local Plan and the
retention of all but part of one internal hedgerow within the landscaping scheme. An eleventh hour application of a Tree Preservation Order upon all internal hedgerows by the local District, has however necessitated a redesign of the scheme. In the light of these modifications and the planning liaison which lies behind them, we are hopeful that the development will be considered with a positive recommendation, by Committee before Christmas 2000.
LONDON BOROUGH OF HARINGEY
We are the appointed technical advisor to Haringey Council for the development and procurement of a new and innovative Integrated Waste and Transport Contract.
The fundamental performance reviews carried out by Haringey Council on waste management and transport have been harnessed by RLCL in developing a Best Value contract that best fits the needs of the Borough.
Our project team continues to provide expert advice to Haringey Council which involves critical elements such as TUPE transfer, Tender Evaluation and Contract Negotiation. There has been an excellent professional relationship and team approach between the Haringey Officers, Legal Advisers and our Project Team. This will undoubtedly result in a successful partnership between the Council and their chosen contractor in carrying out refuse collection, street cleansing and provision and maintenance of vehicles.
Phil Davies, Haringey Council's Head of Policy and Development, comments "The team from RLCL have
displayed a high degree of energy and innovative thinking in helping us to get the structure and content of the new
integrated contract. There is still a lot of work to be done but the new contract will be awarded in 2001."
CAR BREAKERS MODERNISE
Moves in recent years to properly regulate the motor salvage and dismantling industry have led car breakers yards across the country to seek metal recycling licences, under the Environmental Protection Act 1990, from the Environment Agency. Many sites have had to upgrade and modernise their operations in order to satisfy the more stringent stance now adopted by the Agency.

Spares West Drayton - Extensive Improvements
We are currently handling licensing matters for Car Spares of West Drayton, one of London's principal vehicle dismantling yards, which has seen extensive improvements to its yard. This has involved the regularisation of the site's planning
status, preparation of a comprehensive working plan and the installation of engineered containment facilities.
