Robert Long Consultancy was commissioned by Rushmoor Borough Council to aid them in the tendering of three key service packages:- 

• Package A - refuse collection and recycling; maintaining public conveniences; street cleaning; and ground maintenance (including crematorium).

• Package C - management of leisure facilities.

• Package D - management and green-keeping of Southwood Golf Course. 

The RLCL team has advised Rushmoor in most areas of the tendering process, including contract structure, pricing and Best Value.  We have been particularly involved in the independent verification of TUPE information due to the complexity and breakdown of the service packages and likewise the development of a robust tender evaluation model. 

Following the return of tenders RLCL assisted the Council in evaluation and award.
