RLCL has been assisting London Borough Tower Hamlets in the contract procurement of three short-term contracts including: 

• Refuse Collection and Street Cleansing

• Management of Waste Transfer Station

• Waste Transfer and Disposal (by river) 

Tower Hamlets is proposing to let a long-term (possibly 25 years) integrated waste management contract in 2004.  In order to align the contract end dates the council took the decision to put all these services out to tender. 

RLCL has been extensively involved in the development of the contract documentation, including conditions of contract, specification, pricing document and the TUPE process. 

We have recently completed a financial and quality appraisal of all the bids as part of the tender evaluation process and recommended a preferred contractor for each of the three contracts.  The project was managed by Richard McAree. 

London Borough Tower Hamlets have undertaken technical interviews and site visits with a view to awarding the contracts later this year.
