Robert Long Consultancy assists Rushmoor Council
Rushmoor
Borough Council in Hampshire has announced the appointment of new
contractors for a range of services including refuse collection,
street cleaning, grounds maintenance and management of leisure
facilities. From late April 2002, DC Leisure will be running the
leisure facilities and other services will be carried out by
Serviceteam.
Overall,
the Council will be getting an improved service for a relatively
modest increase in costs. This is in marked contrast to the
situation in other Councils in Hampshire where earlier this year
re-tendering in Basingstoke & Deane, East Hampshire and Winchester
saw substantial cost increases, reportedly over 20% in one case.
In contrast, the overall increase at Rushmoor is around 5% and the new
contracts provide higher specifications in areas such as street
cleaning.
Rushmoor's
Director of Environmental Services, John Edwards, said "we are
please with the outcome of the tender exercise and believe we have
secured a deal representing value for money for the residents of
Rushmoor. A lot of people thought that we would have to pay a
lot more for this standard of service, but we appear to have
confounded the critics."
Cabinet
Member for Environment, Councilor Roland Dibbs, said "the
tender exercise was an exhaustive one, allowing us to weigh up all the
options. We have changed the contracts to take account of the
improvements local people want to see. These included cleaner
streets and reliable refuse collection."
A
spokesman for Serviceteam welcomed the news: "we are delighted
to be appointed as service partner for Rushmoor and look forward to
working together and delivering improved services for residents of the
Borough. We would like to take this opportunity to welcome the
existing workforce who will now have a long-term, secure future as a
result of the new partnership."
Robert
Long Consultancy Limited assisted Rushmoor Borough Council in the
contract and award process. John Edwards said "Robert
Long's have proved most helpful to us in this exercise."
Len Attrill of Robert Long Consultancy said "there has been
some criticism of procurement skills within local authorities, but
this looks to be a very promising arrangement and we are delighted to
have been involved in this project."
The
contract with Serviceteam covers the assessment of options and
implementation of schemes to help meet Rushmoor's recycling targets of
16% by 2003/4 and 24% by 2005/6. This may include the
introduction of fortnightly kerbside collection of mixed dry
recyclables and a green waste service.
